With reference to the letter from this Department
of November 27th. last, I am directed by Secretary Sir
E. Grey to transmit herewith, for the consideration of
the Secretary of State for the Colonies, a copy of a
despatch from the Judge of His Majesty's Supreme Court
at Shanghai reporting his views upon the steps which it
is proposed to take with regard to the registration of
British Companies in China.
It will be observed that Sir H. de Sausmarez
anticipates strong opposition on the part of Hongkong
lawyers to the course of action which it is proposed to
adopt.
As Mr. Secretary Harcourt is aware, the original
proposal was that the suggested branch registry at
Shanghai should receive applications for incorporation,
not in Hongkong, but in London. This scheme was only
